- [Narrator] It is (guns blaring) Television sets tune in to the network evening the Dow Jones averages, the - [Martin] I may not but I want you to know tonight, that we as the people who (crowd cheers) - [Narrator] And the ♪ There's battle-lines ♪ Nobody's right if ♪ - [Narrator] All cities in the flow of evening and in their strong opinions.
- [Announcer] Seems now that the bloody experience in a stalemate.
- [Narrator] The news is now Los Angeles, Nashville, and all other major - Otherwise not here in the state of that they can possibly do well.
And the reason that is because of all of you all across the state.
To you I am most grateful and (crowd cheering) - [Narrator] Just back from a newspaperman, Howard, is back home again in Indiana.

His first assignment on the newly sworn-in Richard Lugar.
He's read a piece by about how Lugar has taken of supporting a new state Harrison has agreed and catch him up on the (upbeat music) - How are you, old buddy?
(Howard laughs) Thanks for coming on So, good to see you, So, I hear you're the brilliant, irrepressible young journalist - Hey, no comment.
(Harrison and Howard laughing) - Oh, I can't wait about the new Beatle's album.
We got that even over in Nam.
Hey, have you found a girl of Sergeant Pepper's - Hey, look, I can't help it if ♪ I can't get no satisfaction ♪ - [Howard] Yeah, you love the Here we go again, huh!
(Harrison laughs) - So, your beat the new mayor?
- I'm one of many I'm sure (Harrison giggles) So, tell me what's been going on since I've been especially about this new mayor?
- Well, his campaign was He's all about, "Some And "Let's get - And what's this about and the mayor suppo-- - Just a few weeks we started to hear at the that'd been around a while.
(Harrison giggles) A new state university.
(Harrison laughs) And the mayor's excitement After you called, I pulled including some notes and photos at the press club.
Now, these are all the key to John Burkhart's house to discuss this new I don't know how much out of the public eye, but it should be - Wow, thanks a lot!
I suppose you've got because the IU news - In part, but after I wrote (giggles) everything went quiet.
- Oh oh!
(Howard and Harrison laughing) - Let me give you the - Oh, great, great, - For the backstory, we when IU President Herman Wells allowed a quiet whether homes and lots in the vicinity of between White River and on the West side.
They even had a guy.
His name was Charles Hardy who purchased many that were paid for by the state, for what they called, "Fair value purchases."
- [Howard] Really!
(Harrison chuckling) - The university a poverty stricken, depressed, Classic urban slums.
And soon, nearly 2,000 And by the way, Chicago and Milwaukee their classic urban slums But here in Indianapolis, people's homes and small and torn down so the land could be used for The Metropolitan called the area university It was about the size - [Howard] Interesting - [Harrison] So, this I mean, people are And to make matters worse, looming on the horizon is the state highway had began using what some called harsh methods of acquisition to make way for the convergence I-65, I-69, I-70, and I-74.
- [Howard] That's right.
- And much of the cuts through the that residents called home.
So, when the upset residents the university blames the state.
And Hardy, he says, "Our activities were tiny (Howard giggles) Hardy had a hard job I mean, strong advocacy to fight against the The university had funding new living quarters I mean, there were It was a real mess.
(Howard sighs) And that brings us up to now.
- Thanks for the update.
- Now, these are those key And I have it on good that they are meeting at on the West side.
These men are quietly this new university.
They're meeting to (Harrison laughing) - You think anything - (laughing) Are you kidding me?
They can't get anything done.
Indianapolis has the in the nation.
It would take a miracle.
- Maybe they'll Who's this?
- That's John Burkhart They are the hosts.
- [Howard] He's the one And I hear he has that are going very well.
- He's a very His wife, Ardath in bringing educational (chuckles) Look at that house.
The Nixon's stayed there on their most recent - Quite a house.
(Harrison laughs) - And this is Larry Borst.
- [Howard] I remember the name.
- [Harrison] He's a who will probably He is a big picture guy He and John Mutz solve They work as a good cop/bad And he's a vegate, veterinarian.
(Howard and Harrison laughing) - Ah, that's John Mutz.
He's a very savvy businessman - He's often called He's a busy guy and I've no idea what he's (Howard and Harrison laughing) Oh, and his mother-in-law I've heard some great stories at Thanksgiving dinner.
(Howard and Harrison laughing) This is Carl Dortch.
- [Howard] Oh, yeah, I for that Chamber of Book practically ran the - [Harrison] There was a rule that no building could rise in the Circle.
Dortch got behind the City County Building.
He created the He did these even Book, ruled the roost.
(Harrison giggles) At the time, the for federal funding I mean, can you believe that?
Carl Dortch actually (Harrison giggles) And they ended that crazy notion that no building could rise Maybe that's a sign that Indianapolis is (Harrison laughing) - Thomas Hasbrook.
What a story.
- [Harrison] Yeah, - Hasbrook was a who was blinded by a grenade I remember when I was a kid in one of the newspapers about how his wife Mary He got a big job at Lilly.
- He's known for his smarts.
And he'll enlarge any but is very pragmatic Next up is John W. Walls.
Now, this is a man from Lugar brought him over in his administration.
And most importantly, he of the Greater Indianapolis (Harrison giggles) Which has some Democrats to Although I hear Walls isn't (upbeat music continues) - Oh, I know who this is.
Doctor Ned Lamkin, he is a legislator, and his wife Martha - They're one of that everybody knows.
Now this, this is the very Very unusual and savvy.
Bulen joined the Army Air Corps straight out of After serving he got a and his law degree from He was a prosecutor before After the Johnson he rounds up the Republicans and becomes leader of the His fellow Republicans revered He turned the whole political starting in '66.
John Burkhart said, and I quote, "His political and as a giant far ahead of his time and able to see the and his city."
Borst is calling it (Howard and Harrison laughing) And here's your man.
- The mayor himself, He's so young.
You know, I've been in preparation for this piece.
Quite a story, a small then a Rhodes scholar to A stint in the navy He gets voted to and then despite disagreements he runs for mayor and wins.
(Harrison chuckling) - Okay.
And this brings us to the and in many ways my Now we probably disagree but he's got a personality And he thinks it's his job to take over every - I can't wait.
(Harrison giggles) - Mister Beurt SerVaas.
- The entrepreneur, yes.
- [Harrison] He'll talk more but he'll knows a hell of I really loved the couple of And his position as president puts him in a strong And those are our key players.
I hear they have a couple to write up legislative - I can't wait to see how If you have the time it'd - I'd love to help Let's keep in touch.

(group clapping) To get right to it, the good news is we have strong Republican at each level of the state - [Group] Very good!
- We have both a as well as a great opportunity.
And we've asked you here to discuss an While this year's election and the legislature doesn't we believe that we planning for any major John and I, and more recently, our new young mayor have been talking that we would like It is time to seriously for the City of Indianapolis.
As you know, the four state in Indianapolis, but none really count as A major university is Let's discuss.
- Now, I wonder how the will think of this.
I mean, they are already since we took away some of The four university presidents and decide how to But, now with the each president has to make - I'm sure that is something we will have to deal with, but I'm more concerned in the country has its We cannot become the without a university Now, I recently met with and opened a discussion reorganization of which would include a here in Indianapolis, perhaps with a similar to what UCLA has to Now we have not yet had a but an Indianapolis university in the central city, and create a variety Collaboration with an would provide support and expansion in the city.
Finally, a university for revitalizing that has had its share of - The University Quarter to locate such an urban campus.
Make no mistake about it.
The ground has by the Metropolitan I strongly believe that our by a separate board with trustees to be appointed just as those two schools are.
And it absolutely should include the medical, dental that are already there, period!
- We could have where regional and national for the benefit of and the greater region.
We should also and heritage of Indiana Avenue was the home and the Madam CJ Walker Theater is right in the Lockefield Gardens, the is nearby too.
- We can get local Democrats Surely they would welcome in the center of the city.
- Well, if this is would be willing to pursue, then we should talk As you know the alums will be strongly opposed.
We need to figure out how Do we take this to the Whom else do we talk - I think we can count on Deputy Mayor Walls, is still also operating and would shepherd In fact, the best place to to take to the legislature, would be through the Their input and endorsement, will give the university for the reform it represents.
- That is an excellent idea.
I think we proceed with that Now we still need to at developing a base of We need to reach out to the leadership of the and of the IU Ultimately, the need to be transferred John has a lawyer friend to help with the As you know, in addition to public we will need the legislature.
We have our work cut out for us, but let's move ahead.
- Ned, John and I will brief the other Marion County with county chairman, - I will speak with Ed Whitcomb, who will likely be I suspect that he in his gubernatorial But he will obviously to our passage in the assembly.

There are a number of entities with their own boards over which I have no authority I ask, should we the whole of city and county That's extraordinarily As examples, and Jacksonville, Florida, created new forms of I definitely think we at how the city is if there might be - Yes, that is worth looking at.
Even the young tuck all control of Marion County That would have brought It would have been essentially un-represented and given Democrats dominance So, if we decide to (Thomas chuckles) we will need to be careful they did.

His state recognition his many campaign speeches and he's starting to He seems to legitimately for citizens, to make their lives He's certainly busy this new city university.
- Do you really a new university established (Harrison chuckles) I don't.
- You don't, why not?
- If there were a citizens' if IU and Purdue There's no way that they can get a university with the civil rights and How do you feel about the war?
Are the protests getting - Well, I might surprise I'm torn.
Like most men who I wanted to defend my country as corny as that sounds.
(Howard sighs) But I'm listening to why are we there?
What are we doing there?
I'm now wondering, too.
(Howard sighs) I don't know.
Hey, did you hear on a campaign swing?
- Yeah.
I asked the bartender to You know, I think Bobby's at the nomination, I really do.
- I don't know, I'd worry some nut case Just like his brother.

- It's a good idea.
But will they get anything done?
- Yes, I think that what would make a good Let's check in at the press club and see what the others think.

Well, here it is July, and I'm thankful for Beurt, how are things going?
- To get right to it, I spoke with our Republican Ed Whitcomb.
As we anticipated, his position is that he of our effort now, but if we can get it and if he is the governor, he will not veto our bill.
(group chatters quietly) I also talked to law school, and dental school.
All basically said with the IU administration to ensure no one drops the during a transition.
this information has gotten the new IU president.
I'm sure we'll be and he'll loop in the other We are not likely to for a new city university.
but we should continue and worry about that later.
How did the rest of you - Well, our leadership no trouble getting I'll take the bill to the board, if and when we introduce one.
- While the presidents of Purdue and IU are excellent we need comparable leadership They will have to be a growing list of extremely Not only will they have but manage critical to citizen groups, to industry, to That's what a university can be.
- Yes, but this is disturbing to both university It's important we keep trying to accomplish and to both of their universities.
Engineering should Purdue, until recently presence in Indianapolis.
The importance of engineering and all Purdue offers would to the urban Indianapolis area.
Purdue and IU have much and this would be a good place to bring those - Well, that seems to be on (group laughs) Let us know how and We have to move the political climate.
Now, how about the issue of the Indianapolis Mayor Lugar, I'm further thought to this?
- And what of the future?
Indianapolis is well situated and investment.
We need to support opportunities to support a However, much of this investment is occurring parts of the county.
The surrounding areas have distort the inequities.
I am held responsible but I have to do it with one - Well, this is a big job, but it's one we should pursue.
It will require a We'll have to consider tax rates, road construction police enforce, fire services, administrative We can't forget that entities we'll need as townships and the county offices.
Work often overlaps incorporated cities and towns with existing as well as some that function as small towns.
It's a mess.
A real mess!
- I agree with both We cannot underestimate of passing such a broad as good for everybody Now we at the Legislature to assure that we are carrying out the goals of We all know there is a fair government sentiment in much of the Republican literature Now, we will need to fix that.
We'll also need to and broad-based support among This is particularly as you all know, a fair amount of anti-Indianapolis Marion The rest of the state thinks and they get the crumbs.
- Ned's right.
I hear those concerns at the Lawrence Township There is a lot of distrust, particularly of big government.
Some say it's unnecessary and is the opposite of what should stand for.
Others say is a communist conspiracy.
Further more, in order for the for Marion County, they are going to want So we should keep track and figure out where - Perhaps we should about metropolitan government.
How about just calling - Yes, we could call - I will attest to the It is clear that, if we can live with there is likely to be not sentiment to overcome, but it may be difficult to even Democrats from Indianapolis might worry it would and later political changes.
So, whatever we come up with, we are going to need all the - The League of Women Voters They recently released "Who's in-Charge Here?"
They recognize the same problems that Beurt was talking about too many authorities, split responsibilities police, fire, and no central or to hold responsible.
Clearly, they believe unified government.
- You mean Unigov.
(Ned laughs) There is also the potential for division among If we really and put it in some we may step on the our Republican elected such as the Assessor, the These people worked their We can't be felt or un-appreciative of to our county and to our party.
- Okay, it is clear our but this is important to pursue.
We have two issues.
The first is to come we want to take to and the second is to wage that will help us pass the bill.
We need to identify with city government to drafting of a bill.

- Yeah.

- Carl Dortch thinks they'll get support from the chamber and he'll take that support - [Harrison] That's a start!
- And then the mayor we have a good administration, and goes into how can affect things relations with government, citizens groups, commerce, industry, philanthropy, That's my man!
(Harrison and Howard laughing) - Now remember, a journalist What did the others have to say?
- Well, Mutz offered that with IU and Purdue and we need to convince would be great for them, and what they can And Beurt SerVaas that they continually assess - Hmm, and what did Lugar - Interesting.
Lugar allowed as to but right now the growth is He then he went into for running the city, but he has one hand because of the present - Yeah, we've heard that a but he's right!
- Well, then Beurt SerVaas that need to be re-approached.
Taxation, rates, law enforcement, he goes on and ends up saying in city county government, with towns in the county with even small that function as small towns, and he winds up, "It's a mess, a real mess!"
You know, people listened.
Mutz and Lamkin agreed, it got very emotional on the Now Larry Borst agreed a huge political issue, and we are going to need all And out of nowhere, Tom Hasbrook come up the League of Women Voters, who have recently released "Who's in-Charge Here?"
And there needs to be and we need a Well, SerVaas comes been promoting "You mean Unigov" which lightens things up a bit.
(Harrison and Howard laughing) Then SerVaas takes to the new university SerVaas created the for the meeting when of IU and Purdue to run the "Purdue and IU are very wary and guarded and They do not have the plan for a university It may very well cost us Then he paused and said, "But we've got to - That's quite a stance to take, and I agree with it.
(Harrison and Howard giggling) (gentle music continues) - [Narrator] And the at the Burkharts.
(gentle music continues) - I can't believe all that has - Well, don't you know, things were coming together on creating a state Now when the mayor talked I think that turned the corner.
Once the President of Purdue, Frederick Hovde, and - Yes, the president got wind of the fast moving both presidents knew they (Harrison and Howard laughing) then when the two presidents met to discuss future planning to build on the that was another milestone!
Then, both university - It's so funny that both name in the title.
I-U-P-U-I in Indianapolis.
What a combination of the compromise and Purdue being - Ironically, the academics and the politicians - The press had a - If I were writing I'd say the public officially when reporter Ralph Kramer, the head of the New scooped the story He wrote that Purdue's Board in principle, to a new university in a And once IU's board IUPUI slowly became a reality.
- Of course, Kramer's both university presidents, as well as Beurt SerVaas, and two members of the Senator Larry Borst and And the plan I hear, is that IU is to take and handle the liberal arts, and Purdue will lead in - But, after these two wanted to give strong and IU over the new university, There was a scary Beurt SerVaas sure was a independent Oh, well, but he wanted to - I still don't believe it!
(Harrison laughs) So, they got a plan?
- Both presidents released in today's news.
"We believe that the public of young men and women in as well as the economic require a unification in Indianapolis during We believe that this plan (Harrison laughs) - "Our goals," they boast.
Sounds like it was (Harrison and Howard laughing) Well, here we are.
We miraculously have a For now.
- We all hope that IUPUI urban university in America.
Mayor Lugar was thinking a national story.
- IUPUI.
Do you think people can get (Harrison laughs) Beurt SerVaas's argument and clear in the future.

I was able to catch a few and there in the You know the music really It was chilling and the - Harrison, 1968 might savage, frightening with the unending war, the national convention Indianapolis remained compared to the rest of America.
What do you make of that?
- Someone once observed the '60s didn't happen but all major cities were made more nationally aware in 1968.
Mayor Lugar and held much of the and they kept busy.
They just kept at it regardless of what was going on in TV brought the country together.

The important thing is Crime in the city is A poor economic will discourage growth A healthy city means more jobs, better education, greater investment for all.
Indeed, in this climate, no man is an island.
